The obvious answer is that it's just a factory miscommunication; the Swordsman was one of the first in production, he was being made alongside Sallah and Belloq, and somebody probably wrote the paint instructions wrong.

The new Belloq is more olive, which represents the packaging art better. More often than not, the art is based on the figures, not the other way around. The Swordsman has a darker tint to his skin, so the toys plans should have reflected that initially. It wasn't just Adventure Heroes; the whole Indiana Jones toy line seems to have had a longer-than-usual learning curve. By the time things were finally sorted out, no more Indy.
